After having passed both houses of the General Assembly unanimously, SB 259 was signed yesterday by Governor McDonnell! This means that on July 1, 2010, SB 259 will become law in Virginia.
As a reminder, SB 259 was sponsored by Senator Lucas. It puts in place a presumption that youth who are being tried as adults are held in juvenile detention centers pretrial and will only be transferred to adult jail if they are found by a judge to be a security or safety threat. This change in the law is an important, bipartisan recognition of the need to protect incarcerated youth and provide them necessary and age appropriate services. You brought about this very important change! SB 259’s passage would not have happened without all of your support. Thank you all for remaining committed to this cause and for your advocacy on behalf of Virginia’s youth.
This is just the first step! The passage of this bill is evidence that positive change is possible in Virginia. More change is needed.
